REI and EMS both rent gear as well as a lot of local outfitters that are near camping/hiking areas and large parks.
You cold also look for good, cheap used gear on craigs list, ebay and other places online. You can sometimes get a deal on something you don't have to return or pay late fees or worry about damage as much because it's yours.

Cabela's/Bass Pro seems too high, where WalMart is questionable on quality...

Their prices are comparable to Cabela's and Bass Pro, but they periodically offer 20% sales for members (one time $20 fee for lifetime membership). Plus at the end of the year you earn a dividend based upon your purchases, typically 8-10% of total non-sale purchases.
In CA, AZ, UT and NV we have a store called Sport Chalet which offers many of the same products as REI, Cabelas and Bass Pro, as well as some of the not so high end stuff. Prices are reasonable and sales can be had.
Don't settle for the stuff they pawn at Wal-Mart or Target. The quality is too poor.
