I am trying to find a place to buy a spare one because the one on my jacket waistband broke but I have no idea what that specific piece is called.

If you mean the piece that you squeeze to adjust and lock the length of the cord it is called a "cord-lock". You can buy them at any fabric and sewing supply store or at camping gear shops.

It is not a "toggle". A toggle is just a barrel shaped button that has no cord lock spring or other cam inside to lock the cord,
